For a white paper written for the GSMA, Aetha reviewed spectrum policy approaches worldwide to provide recommendations for suitable spectrum management frameworks allowing for the growth of vertical industries whilst protecting the interests of the mobile industry.

Industry stakeholders (verticals) increasingly need access to (private) 5G networks, but any such spectrum allocations should not harm the emerging 5G mobile ecosystem.

We analysed the approaches taken by regulators in Finland, India, Germany, the United Kingdom, and the United States to awarding spectrum to verticals. We identified the key approaches used by the regulators in these countries and assessed their performance against key considerations that need to be factored in when considering the impact on the mobile ecosystem.

We recommended licencing conditions as a ‘best practice’ approach that suit the needs of mobile, industry, and regulators.

The GSMA used our report to support lobbying efforts at industry events including Mobile World Congress, arguing against spectrum set-asides in key mobile spectrum bands.
